Definition of Public Record
The California Public Records Act (CPRA) generally defines public records as writings containing information relating to the conduct of the public's business that are prepared, owned, used, or retained by the District.
Certain records or information may be confidential or exempt from disclosure under state or federal law. Student records, for example, are generally confidential and are not subject to public disclosure.
The CPRA does not require the District to create a new record or document that does not already exist. In certain circumstances involving electronic records, the District may charge allowable costs associated with data compilation, extraction, or programming. The District will notify the requester in advance of any applicable costs.

Exemptions
The CPRA recognizes exemptions that may permit certain records or information to be withheld from disclosure. Examples may include certain personnel, medical, investigative, preliminary, or privileged records, including attorney-client communications. If a record contains both disclosable and exempt information, the District will redact the exempt information and disclose the reasonably segregable portions of the record.

Upon receiving a request, the District will determine whether it has records responsive to the request and whether those records are subject to disclosure under the California Public Records Act (CPRA). Within ten (10) days of receiving the request, the District will notify the requester of its determination. In unusual circumstances, the District may extend this time by up to fourteen (14) additional days and will provide written notice of the extension.
Disclosable records will be made available promptly and within a reasonable period of time based on the nature and scope of the request.
Whenever possible, records will be provided electronically at no charge. If paper copies are requested, the District may charge the direct cost of duplication. The requester will be notified of any applicable fees before copies are produced.
